IRCTC : did the quota change in the recent past?

For the last few months whenever I book a ticket through IRCTC I'm always indicated that lower berths are not available. I always get a side upper berth. This happens even when the availability is more than 300. Did the quota for IRCTC bookings change in the recent past?

Another  observation is that IRCTC shows waiting list number when booking. However, on that particular day, there a lots of empty slots in the train. I had booked a ticket for my wife very early, got a confirmed ticket. Few days later when I wanted to book a ticket for myself on the same train, the status was waiting list; I had chosen not to book a ticket because the waiting list number was too high. However, to my surprise on the travel date, I had seen that there were lots of empty seats. Is this waiting list number only for IRCTC reservations? What percentage of the total seats are assigned for IRCTC quota?

  1. The answer to your 1st question is that a certain percentage of lower berths are earmarked for travellers above 45 years of age. Over & above this, there is a quota for Physically Challenged. There is also a quota for railway staff. There are a few other quotas for persons accompanying politicians etc. All these quotas corner off lower berths on trains & you're left with other berths. Quotas also vary based on the railway station you are boarding the train from. For eg : in 3AC, if there is only 1 coach & if you want to board the train from a "Not so important" station, there may be just two berths alloted which may be SL & SU.

    Quotas also influence availability. Out of 46 berths in a 2AC compartment, only 25 or 30 may be available to the general public. That's why you'd get WL while booking but you may see vacant berths on trains due to unfilled quotas.
